Mumbai’s civic administration has initiated action against filmmaker Aditya Dhar’s production banner following what it describes as repeated breaches of safety norms during the shooting of Dhurandhar: The Revenge. The move could significantly affect the film’s ongoing and future shoots in the city.

The Brihanmumbai Municipal Corporation (BMC) has sought approval to permanently bar B62 Studios from applying for filming permissions within Mumbai. The proposal follows multiple alleged violations of police and civic guidelines during recent shoots conducted in South Mumbai’s A ward.

According to civic officials, the Deputy Municipal Commissioner (Zone I) has cleared the proposal to blacklist B62 Studios along with two other applicants — Komal Pokhriyal and Nasir Khan. If approved, the three will be unable to submit applications for filming permissions through the Maharashtra Film, Stage and Cultural Development Corporation Limited portal.

Detailing the decision, a BMC official told The Indian Express, “Having received the clearances, the three applicants – Komal Pokhriyal, Nasir Khan and B62 production house – can no longer apply for shoot permissions with the Maharashtra Film, Stage and Cultural Development CL website. On Tuesday, we will also be issuing notices to this three applicants informing of the action, and a copy of the notice will also be shared with the Maharashtra film cell and BMC’s Business Cell head."

The civic body has also proposed a monetary penalty of Rs 1 lakh, citing allegations that filming took place on a building terrace and that two generator vans were operated without requisite approvals. Additionally, officials have recommended forfeiture of a Rs 25,000 deposit submitted earlier.

The issue reportedly began earlier this month. On January 30, B62 Studios was granted permission to shoot between Modi Street and Perin Nariman Street in A ward. However, authorities later claimed that the production “completely violated" police conditions prohibiting the use of crackers and flammable materials during filming on February 7 and 8. Deposits were subsequently forfeited and a warning of possible blacklisting was issued.

Despite this, another application — filed under the name Komal Pokhriyal — sought permission to shoot between February 13 and 14. That request was initially cancelled in view of the previous incidents. A revised application was then submitted seeking approval for a late-night schedule between 12.30am and 4am on February 14.

Officials stated that the applicant had assured authorities that no flammable materials would be used and obtained conditional permission, including a requirement to secure a no-objection certificate from the Mumbai Heritage Conservation Committee for temporary structures in the Fort heritage precinct.

However, a senior official said complaints were received around 12.45am on February 14 alleging the use of lit torches during the shoot. “After receiving the complaint again after 15 minutes, the officials from Mumbai police arrived on the site and the five torches (Mashals) lit during the shoot were seized by the police. It was also ensured that no flammable object was used during the course of the shoot till 4 am," the official said.

Following the second incident, the applicants reportedly informed authorities that any fire-related visuals would subsequently be created using visual effects.

In a letter addressed to the Deputy Municipal Commissioner and accessed by The Indian Express, the A ward office has sought final approval to impose the ₹1 lakh penalty, forfeit the deposit, and permanently blacklist the applicants and the production house. The communication cites “serious violations" that officials believe could have posed risks to public safety.

Dhurandhar: The Revenge, starring Ranveer Singh, is scheduled for release on March 19, 2026.
