The Delhi High Court on Monday sought a response from the Delhi Police on whether a standard operating procedure (SOP) exists for handling protests and public demonstrations in the national capital. The query was raised during a hearing that focused on the methods adopted by law enforcement agencies while managing gatherings and ensuring public safety.

The bench asked the police to clarify if there are clearly defined guidelines governing crowd control, use of force, and other measures during protests. The court indicated that the presence of a structured framework could help ensure consistency in police action and adherence to legal and constitutional safeguards.

During the proceedings, concerns were also discussed regarding the use of videography at protest sites. The Centre, in its submission, stated that recording of demonstrations is carried out strictly for law and order purposes. It maintained that videography helps authorities assess situations, maintain records of events, and respond appropriately if incidents occur.

The Centre further emphasised that such measures are part of standard policing practices aimed at monitoring large gatherings and preventing escalation. However, the issue also touches upon broader concerns raised in various forums about privacy, surveillance, and the rights of individuals participating in protests.

The hearing comes at a time when several demonstrations have taken place in the capital over different issues, bringing attention to the balance between ensuring public order and protecting citizens’ right to peaceful assembly. Legal experts often note that clear and transparent guidelines can help reduce ambiguity in enforcement and build public trust.

The High Court has not passed any final order in the matter so far and is expected to continue hearing submissions from all parties before issuing directions.
