The nine-page document, published by the Home Office, tells migrants that they understand “laws and customs here may be different from your home country”.
Under one page headed ‘Gender Equality’, arrivals are told that women can work, study, and travel freely without needing permission from a man in the UK.
Another page on domestic abuse warns that you could be arrested or go to prison if you carry out physical, or emotional attacks on their partner.
There is a section on sex and consent which warns asylum seekers “never try to have sex with someone who is asleep, drunk, or unable to consent clearly”.
It states: “In the UK, the law is clear and strict: both people must agree to sex or sexual contact of any kind.”
The pamphlet also informs asylum seekers not to have sex with children.
It reads: “The legal age of consent in the UK is 16. This means that anyone under the age of 16 is considered a child and cannot legally agree to have sex.
“Sex with someone under the age of 16 is a serious crime in the UK. There are no exceptions to this rule.
“Even if they say yes, it is still illegal. You could go to prison, lose your support and accommodation, and it will affect your asylum claim.”
Making sexual comments in public, or following people, are also something asylum seekers are told never to do.
It states: “When you are in public spaces, alone or with friends, you must never:
“• make sexual comments to someone, even if you think it is a compliment
“• whistle or make kissing noises at someone
“• follow someone or block their path
“• make rude or offensive gestures
“• verbally abuse someone because of their gender, religion, or how they look.”
The resources were produced for asylum seekers so there can be “no possible misunderstanding” of what is expected under UK law.
It follows several high profile cases in which migrants convicted of sexual offences in the UK claimed in court to not understand the law.
A migrant who sexually assaulted a 14-year-old schoolgirl whilst living at an asylum hotel in Epping was said to have told her that it is normal to marry children “in his country”.
Ethiopian Hadush Kebatu, was sentenced for sexual assault before being deported to Ethiopia.
The young victim, who cannot be named for legal reasons, told the court:
“He kept asking to come back with us or trying to get us to go back to the Bell Hotel with him.”
She said: “He pointed at me first and he said I want one baby from you and one from each of your friends.
“He told us as well that in his country it is normal to marry 14 year olds.”
Reform UK’s home affairs spokesman Zia Yusuf labelled the document “a disgrace”, adding in a video posted online: “I genuinely cannot believe what I have just read.
“The government has just published a handy guide for illegal migrants on how not to be a rapist, not to be a paedophile, how not to beat women and how to leave babies alone.
“That again may be really hard to believe but that is exactly what they have just done.”
A Home Office spokesperson said: “We expect everyone who comes to the UK to abide by our laws. If they do not, they will face consequences, including the refusal of their asylum claim and removal from the UK.”
